I imagine thousands of historians and archivists, researchers and restorers, maintenance and security, administrative and other folks in both that huge complex and and maybe on planetside facilities as well. Next to a massive Federation colony of millions. Or more.

I equate it to someone who's been slowly restoring a vintage car on their own, a little at a time, in the garage. Plus if all the ships there are either not cleared for Starfleet service or networked, why would the Borg bother the museum?
