It appears to be an "upside down" shuttle bay when I look at the model. Or the cafeteria for the redshirts....no use in wasting good ship space on routine cannonfodder.

The fact that the open, blue-lit compartment is missing in later ship designs can obviously be explained by the introduction of holo-casinos.
