In "Endgame", in "Star Trek Online", and in "The Autobiography of Kathryn Janeway". Other literature, set immediately after VOY, only promotes him to lieutenant.
He's in Prodigy season 2, if that ever sees light of day.
Garrett Wang said Harry "belongs" to Prodigy. He might have been set to return in S3 or later, seasons that probably won't happen. But given how long it would likely take to finalize PRO's demise and officially cut Harry loose... I don't see him being in LD S4 or S5.
Bad news: if we don't see Harry in PRO S2, I don't think we'll see him for a very long time. As in "Garrett Wang might die of old age first".
Good news: Because PRO is
competently written, it is unlikely to continue either a childish vendetta or a running joke that its target audience wouldn't understand and pretty much wasn't funny anyway. Ergo, if Harry appears, he will most likely be a higher rank... I could see him as Voyager-A's first officer.
Unknown News: If Harry doesn't return in PRO, he can only return in LD; no other show in the 24th century exists. And yes, if the LD writers think they can get a joke from it, Harry could return as an ensign. However, given that the LD ensigns were promoted the Voyager episode, that might be a subtle shot at VOY, i.e. "we're the parody Trek, but even
we promoted our ensigns". If that be the case, then it's unlikely they would participate in an action they just expressed contempt for.
