I like the idea of Shelby appearing more than Harry and it's nothing against Harry, but he had a 7 seasons run of a show and Shelby had two episodes. It's the same thing about seeing Ro and Jellico again.
Indeed. And logically, that would have lasted about a week. Long enough for Starfleet to read Janeway's crew performance reports and dole out a whole lot of promotions.
The complication, for Harry, is that reprimand. It wasn't justified, given that he was under alien influence at the time, but Harry's hero-worship for Janeway was such that he'd accept anything from her, justified or un, without question*. It probably wouldn't be enough to keep him at ensign forever, but it could ensure that his career doesn't go far. Worf remained at normal LT for six years, and only made LCDR because the person who filed the reprimand promoted him.
*Yes, I did write a story where he fights it. But that's because Tom, B'Elanna, and the Doctor convinced him to do so.

Maybe. But the reprimand was given by a person that he and the Starfleet community as a whole had enormous admiration for. And that carries weight, even in an organization as egalitarian as Starfleet. Look at how far Adm. Satie was allowed to go, because she was a respected figure.

Someone who gives out unjustified reprimands perhaps isn't deserving of enormous admiration. Indeed, I felt there were times during VOY's run where the crew's willingness to accept Janeway's commands was highly suspect (e.g. "Scientific Method"), and it especially bothered me that we rarely saw an instance where Chakotay objected to one of Janeway's orders and was treated at all seriously.
I'm assuming Satie was only allowed to go as far as she did because she'd never gone so far before. I doubt she would have the reputation she had if she had made a habit of doing so.
I'll just quote the JAG commander who tried the case in my story, since she was effectively saying what I would:
"Captain Janeway, I think I can speak for the others present when I say that your accomplishment in bringing your ship home against impossible odds was a most impressive one. However, even the finest captains are capable of mistakes, and quite frankly, you made one here."
Janeway's accomplishments did not make her infallible. But her mistakes did not invalidate her accomplishments.
It would have made zero sense for Harry Kim to be in that show. At least with 7 of 9, she had a shared experience with Picard of being a former Borg. Harry would have been just a shoehorn. And Shelby's role made far more sense than Harry.
Consider that LD found Shannon Fill, who hadn't acted in 25 years, to reprise her role as Sito. But even though Garrett Wang was right there, and wanted to do LD, they didn't feature him... until the penultimate episode, when
they had only non-canon versions of him.
I seriously believe that there are fans who are pissed off that he was never promoted, and others who delight in him being stuck at ensign forever. And the powers that be are making sure his canonical fate is never known, because they don't want to piss either side off.

LD could just as easily not have featured him at all. Don't let perfection be the enemy of the good, even if you didn't get the answers you were hoping for.
