I see no particular reason why France would place a statue of a fictional French character thought up for an American tv show, and played by a British actor.
Perhaps only so if they thought it would become a huge tourist attraction.

Sisko's statue is on the left as you go into the Bajoran system. It's on the left as you go out too.

Actually, I was thinking rather than a statue, he should get his own tunnel, complete with trippy lights that conclude at a dead end of pure light, where you stand around for eternity and stare straight ahead to ponder non-linear stuff.

I bet the reason Albert Einstein never drove a car is because he figured out the theory of relativity while waiting in line at the DMV, and then left in excitement before having his name called.
