The Borg queen made a mistake?

In the episode Dark Frontier, when the queen is talking to Seven, she says "you are the only Borg who has returned to a state of individuality"

However, what about the colony of former drones in episode Unity when Chakotay becomes in involved with the group of Borg exiles?
 
She conveniently forgets Locutus as well.

But from her point of view, the "Unity" drones and Locutus are irrelevant to the goal of persuading Seven to return. I think she's lying her ass off with everything she says about Seven being specially selected. She couldn't have known in advance that Chakotay was going to depressurize the cargo bay in "Scorpion, Part 2", leaving Seven the only survivor.
 
Those Drones were severed, removed from the Collectives senses. Assumed dead?

Hugh from I Borg might have broke the ship he rejoined before it informed the collective that he was back, and then those drones too were also assumed lost, which is the state we found him and his friends in in Descent.

Seven kept the #### quiet about what happened in Survival Instinct.

Meanwhile considering all the Drones still call Picard "Locutus", that's girlspeak for being in denial that she's been dumped by her boyfriend.
 
Not Borg perfection mistakes, (writer's mistakes) let's assume cannon it's manipulation. Seven was too emotional to detect it. Ahhh, more human all the time.

QUEEN: Spoken like a true individual. The last two years must have been a remarkable experience. You are unique.
SEVEN: My experience will add to your perfection.
QUEEN: Yes.


QUEEN: Good morning.
SEVEN: My visual cortex. It's been altered.
QUEEN: We've enhanced it with Borg technology. You've seen through human eyes long enough. It's a neural processing adjunct designed to increase your synaptic efficiency.
SEVEN: Remove it.
QUEEN: You prefer to remain small?
SEVEN: I prefer to remain unique.
QUEEN: Don't be afraid. We won't turn you into a drone. You're much too valuable to us with your individuality intact. But you've left humanity behind. Try to abandon their petty emotions as well. Fear, anger, vanity. They've corrupted you, but the damage can be repaired.
SEVEN: You've expended significant resources to capture me. Why?

By the queen calling Seven a Borg she implies Seven is the opposite side rather than being a drone. I dont think the queen considers herself anymore esteem, being herself mostly machine. Seven has a higher level of existence and intellect. The queen regards her as an equal

SEVEN: Regarding?
QUEEN: Assimilation is complete.
SEVEN: Three hundred thousand individuals have been transformed into drones. Should they be congratulated as well?
QUEEN: They should be. They've left behind their trivial, selfish lives and they've been reborn with a greater purpose. We've delivered them from chaos into order.
SEVEN: Comforting words. Use them next time instead of resistance is futile. You may elicit a few volunteers.
QUEEN: You cling to sarcasm because you are afraid to see the truth. Species one zero zero two six is already adding to our perfection. You can feel their distinctiveness coursing through us, enhancing us. Stop resisting. Take pleasure in this.
SEVEN: I will not take pleasure in the destruction of a race.
QUEEN: Human sentiment. Compassion, guilt, empathy. They're irrelevant.
SEVEN: Not to me.
QUEEN: Me? There is no me. There is only us. One mind.
SEVEN: My thoughts are my own.

The queen regards Seven as enticing even sexual. Inviting her to more than a brief interlude that includes intimate relations.
Seven fails to respond and defaults back to her originations with her family. Eventually, the queen is forced to let her go as Janeway and the forces of Voyager converge on the uni-complex.
What the writer meant to trend was that the queen really didn't want Seven to return to her original self as a high caliper drone, discolored and her head and cranium heavy with external machinery. The queen wanted her as a pet and friend and advisory. This probably included a love affair. This is not necessarily evil but Seven didn't trust her as she also didn't trust Kurros in 'Think Tank' .
 
My theory is that the Borg Queen we see in Voyager was like the Weyoun 6 of Borg queens. Something wasn't quite right in the circuitry, which is the reason for all her strange un-Borglike behavior from Dark Frontier on.
 
Maybe it's her Deathface? She sticks it on whenever she feels that Death is circling?
