Did Worf work with terrorists knowing full well what their goals were? Yes.

WORF: "You want to make people leave Risa. I think I know a way."

Worf's actions were calculated to make people leave the pleasure planet, nothing more. Fullerton was the one who used his uplink for terrorism. So if we were meting out punishment, Worf might get six months community service as a towel boy... Fullerton could expect a much longer stretch. Especially if people were hurt in the earthquakes.

Well, if Alixus and Fullerton wound up in New Zealand together, they might have a lot to talk about...
 
If Eddington had survived, and they'd all ended up close together... I'll bet the conversations would have been interesting.
 
Oh and I forgot to say: Worf committed a terrorist act on a Federation weather system... and not an eye lid is batted!
This was completely unlike Worf. I somehow missed this in my first DS9 watches and recently watched it and for me, this is one of the worst Trek episodes I've ever seen.
 
I'll admit I haven't seen this episode in a while, but the rage over it baffles me. It's boring, and Bashir wears a dumb outfit, and....that's it. In a series that had "Time's Orphan," "Move Along Home" and "Fascination," I don't see how a random vacation episode with a subpar plot about fundies is so terrible.
 
I question whether there's much 'rage' as opposed to just disdain, but I suspect it mostly centers around Worf's collaboration with the terrorists.
 
I just don't remember much about this, other than I stole Arandis' name for a Star Wars character I made up, and Arandis apparently fucked Curzon to death or something.
 
It’s an awful episode. Its biggest crime is coming straight after “Trials and Tribbleations”. T&T was likely to have picked up some new viewers who, having appreciated what a gem that was, tuned in the following week…only to be assaulted by this deeply unfunny, dramatically bungled and horrendously written sex comedy—which probably destroyed any interest they had in the show.
