Is The Cage canon?

So if The Cage is canon, at what point did Starfleet stop making the Helmsman silently count each warp off on his fingers while loud theme music plays and everyone leans forward?

The Bridge Speakers Volume Act of 2258 makes starships keep their comm volumes down to below "5" at any and all times.
 
Who is to say that both endings didn't happen? The ending in The Cage happened the first time the Enterprise visited Talos 4, and the second ending happened after Pike's accident and Spock's trial. They are not exclusionary of each other.

Precisely. In 2254, the Enterprise and Pike left Talos. In 2267, Pike remained there. What's so difficult to grasp?
