You can see in the season 3 screencap earlier of Picard with the first version of the plaque that this was a change in the second half of the show, and the panels were initially entirely shiny; implicitly being entirely screen/control panel, albeit inactive, like the corridor strip.Neat. I can see better from this angle that the plaque isn't on the reflective plexi but the matte panel. The LCARS buttons are on the reflective plexi.
Was that also when they replaced the Enterprise-D's dedication plaque with the more detailed version?Yep, exactly. That area was redesigned halfway through season 3, and both the matte cover and those silkscreened LCARS buttons were added at the same time. The matte was probably added to make filming faster, the full plexi panel could show filming equipment very easily.

How would we know this is a medical ship if there aren't at least 5 caduceus visible from every angle?I just noticed that all the "boat chairs" have a caduceus on the back instead of the Starfleet insignia. Nice attention to detail there.

@Firebird: On the Pasteur we see the side panels used for Communications. Remember that except while doing evasive maneuvers or something like that, piloting is mostly an automated process, so on a ship not designed to see combat the conn should have a lot of free time.
