Regardless of the cause, it would even today be considered an inhumane sentence. Even serial killers, rapists, etc are allowed visitors.We don't know that this sentence is directly because of the augment thing. She could have gotten off with some probation and then had the extreme sentence because of something else.
Either way it is kind of annoying because DS9 established that Starfleet are still a bunch of anti-science bigots a century later.
It's more than a plot device. It's why Pike is so strongly against her being arrested. He knows the severity of the sentence. It's an indicator that something isn't right about her sentence and what Starfleet is doing. My guess is S31.
