Worf didn't resign from Starfleet, so he still goes where he's needed. His connection with the Klingon who owed his father a favor got them their information about Gowron's plan to invade Cardassia, evidence of a changeling takeover or not. There was a lot better chance of Worf having such a connection than if Worf hadn't been there and they relied on previous series regulars.

The irony is that at this point it was the Klingons who were infiltrated by a changeling, the one that was pushing war with Cardassia (IE Martok).
