Extremely tough to pick, as it has been for a few rounds.
I'll vote for "DUET", since I was torn between it and "IMPROBABLE CAUSE" last round.

In the Cards: The acting is of a slightly lower calliber, and the script isn't as tight as it needs to be. The music betrays the light mood of the episode.

Damn near impossible to pick between two episodes... but I grudgingly vote for "IN THE CARDS".
Only because "CALL TO ARMS" is THE best season finale in the franchise. And "IN THE PALE MOONLIGHT" is a 12, and also one of THE best episodes in television. Period.

I'll eliminate In the Cards, the others are meatier.
My final vote is Call to Arms, the awesome cliffhanger, but In the Pale Moonlight is my favourite episode of DS9.
Avery Brooks and Andrew Robinson are both excellent in it, and I can live with voting for it.

Then I shall reset what was and make it what is. In the Cards is weaker than these two goliaths. In the Pale Moonlight is such a beautiful episode, the drama is palpable in it it's a 10/10 only because bigger numbers are mathematically imperfect.
However. It ends with this huge lingering secret that we know one day, decades, centuries from now is going to blow up in the Federation's face.
Call to Arms ends in darkness but you know it'll be finite. A thrilling new status quo but all wars end so there is always some hope.
Plus the space battle. My god I'm in heaven watching it.
So I must choose to vote for In the Pale Moonlight over Call to Arms.

Please restore my vote against Call to Arms.
If BlueStuff doesn't mind, I will do so here, as well as the vote cast by Seven of Five before my error. (Only because the result was still the same.)
And I will cast my final vote for "CALL TO ARMS", which brings the total to 3 (Bad Thoughts, Seven of Five, and myself).
While it is an EXCELLENT episode and the best season finale in the entire franchise, "IN THE PALE MOONLIGHT" is one of the best episodes of TELEVISION. Period.

I will cast the last vote for "Call To Arms", offing that episode and making "In The Pale Moonlight" the winner.
"Call To Arms" might be my second favorite DS9, but "In The Pale Moonlight" is my clear favorite. There's no episode I've watched more. A perfect script and series-best performances from Avery Brooks and Andrew Robinson.
