That's got to be super depressing that 9/10ths of your class-mates are dead from the dominion war.By the time of Nightingale, when that conversation happened, Kim was in contact with all his classmates, and despite that 9/10ths of them were dead from the dominon war.. The survivors were all Commanders.

After finding out about Tuvix nobody on Voyager will ever get a promotion or a important posting. Except Janeway which they had to do for publicity sakes but they don't let her in on the important missions. Seven even stopped being friends with the crew and left after finally learning the truth of Tuvix.

Indeed, starting with Lieutenant Commander, there's a minimum amount of time an officer is required to spend in each rank before they're eligible for promotion, at least in the real world.I thought the whole crew would move up at least 2 ranks. Janeway skipped 2 and became a 3 star.

Janeway jumping to Three Star Admiral had more to do with the fact that costuming or props had an abundance of the three-boxed pips. You'll note a lot of the Admirals we see in the 24th century are Three Star Vice Admirals, even ones who are identified in dialogue as Fleet Admirals, and one in particular who is specified in the script to be the head of Starfleet.
