Spoilers Paris Rank Question

Even in Star Trek Online (set in 2410), Captain Kim of the Rhode Island mentions at one point that he didn't see it taking as long as it did to earn his first command... Of course, he is speaking to your character, who will have gone from Cadet to Fleet Admiral in about a year...
 
It's kind of a miracle, even in an alternative timeline, that he earned command at all. After seven years as an ensign and a dubiously deserved reprimand on his record, Harry's Starfleet career should have involved stagnating for several decades at a low-level posting on a decrepit deuterium mining station in some forgotten and strategically meaningless star system.

Being one of the Voyager crew probably gave him enough celebrity status that he could get plum assignments and better advancement opportunities.
 
One hopes. TrekCulture just did a special video on Janeway's worst actions. Her treatment of Harry came out at #1.

Not sure it was the worst in terms of results... whether it was the very personal act of splitting Tuvix or the unintentional but horrific results of giving the Borg a reprieve, she did a lot of harm, far more than wrecking one Starfleet career (even assuming, as you say, that Harry's celebrity didn't save him). But her other actions at least have an explanation that makes sense, even if they were wrong. This one didn't.

It's Tom Paris. He probably got himself demoted again, maybe a few more times. And now I think of it, I'd die to hear the "Lower Decks" explanation for what this new demotion(s) was for this time!
