No.They shouldn't have worn them on Disco but at least those uniforms looked more different so maybe you could buy them. Same here. Sooner or later the show is going to have to ditch them and go full TOS look.

A long standing Trek tradition.I’m excited about his being an Aenar. It’s be cool if we get more info about his homeworld (if he was born there) and maybe see some new Andorians too.
I wonder what the Tellarites will look like on SNW. They and the Andorians are different every time we see them.

According to Wikipedia, Hemmer is just a recurring character. I am not sure if that is a mistake though as he has been marketed the same as every other character.
Paramount Press Release said:STAR TREK: STRANGE NEW WORLDS also stars Jess Bush as Nurse Christine Chapel, Christina Chong as La’an Noonien-Singh, Celia Rose Gooding as Cadet Nyota Uhura, Melissa Navia as Lt. Erica Ortegas and Babs Olusanmokun as Dr. M’Benga, and features recurring guest star Bruce Horak as Hemmer.
I wonder why?Yeah, he’s a recurring.
This is from today’s press release (emphasis mine):
