Victor Buono appeared in just about every horror/crime/sf tv show and many movies. Surprised he didn't show up on Trek. Of course, he requires a big role.

There have been English, Scottish, and Irish characters in various versions of Star Trek, so I would propose a Welsh character played by the IMO incredibly handsome Ioan Gruffudd (whose best-known role is, after all, Horatio Hornblower

Yeah, I like the Welsh idea too. They have great voices often, so he/she would be the singing character.
I would have liked Sean Bean as Richard Sharpe and Pete Postlethwaite as Obadiah Hakeswill to have turned up in one of Bashir and O'Brien's holosuite programs, in this case, if they'd ever done the Napoleonic War. And when they'd say "Computer, end program", they'd not disappear, but be the real thing, having been brought there in some weird temporal glitch. I can just see ol' Obadiah getting up to some mischief with Quark.
