I think there's no contest, really. Kira.

Seven received a lot of development, but she needed a lot of work to become a well-developed character in the first place. At the end of those four seasons, she was perhaps as developed as how the Kira character started out at the beginning of DS9.

Someone who I thought came across as surprisingly well-rounded for the very limited amount of screentime she had, and who'd I'd definitely would have liked to see more of, was K'Ehleyr (the Klingon female Worf had Alexander with).
