Each episode is slightly different in focus and theme. I'd consider them distinct episodes, just painfully short ones. Certainly, if they were stitched together, it would also feel a bit weird.
Let's be honest, at this point she's pretty much Oracle in all but name (and chair, obviously.) Mind you the same was true of Chloe in Smallville towards the end, but at least she took to calling her self "Watchtower" IIRC.

She's really nothing like Oracle, except for the fact that she's the computer expert ally of a superhero. Personality wise, they're not remotely alike.
By that logic, she's about as close to Data as you can get without making her an android. He, like her, delivers tech explanations/help, sometimes in person and sometimes over a communicator, and he does it generally from a big room with a bunch of computer/tech equipment. He also has more emotional range, but that's probably irrelevant to the conversation.
I was surprised at the blood depicted, and had to remind myself that this wasn't meant for TV.
However, the technical aspects were all excellent. I assume they were trying to go for a Timm style? The production quality was there.
I do see potential for a "Saturday morning" show if they ever choose to go that route. Might be a good way to really open up the DCW.
