That said it would have been better is Solitaire had been black as I believe she is in the book, but then maybe that's problematic too?
Solitaire was white in Fleming’s novel. You may be thinking of this:
Screenwriter Tom Mankiewicz has stated that although Solitaire is a white person in the novel, he initially wrote her as black, with Diana Ross in mind. United Artists president David Picker objected, however, on the basis that there were several countries where the film could not be released if there were relations between Bond and Solitaire.

Though I’m not sure how well Mankiewicz’s comment tracks with the fact that Bond does have “relations” with Rosie in the film (“I certainly wouldn’t have killed you before”).
 
For what it's worth the absolute worst Moore film has one of the two best villains and the second greatest of them all has my least favorite of the Moore bad guys by a mile. Were it not for Jaws the entire villainous lineup of TSWLM would be a fizzle, and totally in spite of the overall quality of the movie and plot themselves.
 
Moonraker is the goofiest Bond movie ever made that doesn't have Woody Allen in the cast but it's so much fun. It's ideal background Bond if you're working on something or just need breezy escapism with a killer soundtrack.
 
They're a helluva lot more fun to watch than any of Craig's, even the ones of his I like or even love. Even TMWTGG.
Well, the Craig cycle’s raison d'être was to scrub the fun from the character. It was not an approach I ever favored, but the best of Craig’s films are objectively better than the worst of Moore’s.

I probably still like all the Moore movies better, however. Hence my temptation to endorse CorporalClegg’s post.
 
Yeah, Skyfall is cinematically head and shoulders above the average Moore film, but it's an emotional grind and dark. Fun is not a word I use to describe even the greatest Craig films.

It's true, but I think the flip-side is that Kananga isn't a henchman or a flunky, he's the villain, the top dog and an eloquent, menacing bad guy to boot, one of the franchise's best villains.

There’s also that weird grunting thing that Samedi does during the festival. I dunno, it was a lot easier to watch LALD when I was twelve…

That’s fair. There’s plenty of good elements in the lesser films, and sometimes vice versa. (And even bad Bond is usually more fun to watch than no Bond.)
 
The Spy Who Loved Me has the best mix of all the elements established in the franchise to that point. You get the Ken Adam sets, a fantastic John Barry score, Bond is equal parts charming, deadly, and funny, a deliciously evil and strange villain, Carly Simon's Nobody Does it Better... and the fucking amazing Union Jack opening sequence. Easily the best of the Moore's for me.
