I'm not a huge Fan of the TOS TV show but when I went back to revisit a few I noticed the Klingons (brown face aside) are actually pretty smart and use strategy at times to solve there problems and don't always resort to fighting and in Star Trek VI they could play politics pretty well. Then later in TNG despite Worf a Klingon being part of the Enterprise crew the Klingons have gotten worse. Now they are only about war and fighting and mostly their war strategy is just shoot at it! They also seem to despise anything that borders on an intelligent solution. I know later on Star Trek VI and DS9 flesh them out a bit more, but I find it bizarre that the more in depth TNG dropped the ball on the Klingons. Is there an in canon explanation or just the writing is muddled?
