No, it's the wrong size to be the original model, and that wasn't one of Jein's, anyway. I'd be shocked if it was screen-used at all (though one funny touch I noticed is the engineering pennant is misaligned a bit to fix the impossible geometry of the engineering travel pod docking port). Either way, I don't see any extra windows that match the TFF observation room.

It says it's one of the Planet Hollywood models.

I think those were all built by Brick Price, not Jein. Although, that may have been for the more Phase II-looking ones. I don't recall those having lights, so maybe this one was done by someone else. The problem is Paramount muddied the waters for the provenance of a lot of these props and models by commissioning various replicas for promotional use.
 
If you follow the link and look at the fact sheet, it is 72 inches long. That is roughly in scale with the TOS Enterprise Jein made. I have never heard of this model before so it must have been a special commission for Planet Hollywood. it was not screen used. it doesn't say it was.
