The second one. The first one is deceptively easy. It presumes that the unpredictable violent storm will not return. And if it does return, will my ship survive?

At least Klingons are a known quantity. And I can monitor Klingon movements through sensors. Even if the Klingon ships have cloaks, they still have to de-cloak to open fire. That's enough time to raise shields and warp out of there.
 
First one. I wouldn't want to risk provoking the Klingons, and the non-humanoid lifeforms might be a worthy first contact.
 
Neither scenario is suitable for a training mission, but rather for active starfleet ships. Especially the first contact one.
 
Student ships should stick to "next contact" or freight runs, then, or alternately, accompany an active ship on its mission instead/be part of a fleet?

It little matters in the world of Trek what you set out to do. The stars have a way of changing your plans; you're bound to run into something that isn't suitable for training.

I would argue that that should be the plan.

Absolutely, but that's different than deliberately putting people in a situation that they're not ready for.
