Why doesn't Shukar have Ice Powers?

So we've seen Shukar the Andorian twice so far in two different universes and both times in combat, yet we have not seen him display any Andorian Ice Powers.

WTF?

This is supposed to be the Prime Universe which adheres to Canon and yet an Andorian character who has made two appearances has not yet displayed his talent with Ice Powers? What the hell? Why is there no effort to follow the established Canon and stick to one of the coolest canonical ideas that have existed within fifty years of the franchise's existence. Until I see Shukar use some Ice Powers, I cannot in good conscience consider him to be a true Andorian at all.

Now, I have been firmly on the side of rationalizing every tiny detail that does not fit wit the established canon and I have been patient with Discovery, but this just breaks it. Let Discovery BURN in HEL. That is Hel with one l, just to be clear.

Please point to an on screen incident (and not an RPG sourcebook ;) or fan influenced Star Trek Starchart book) where ANY Andorian is shown possessing Ice powers...;)
 
OK, it's up to me to ask the dumb questions. What are ice powers? Is it like Iceman? did Shran have it?

Don't tell me you've forgotten MajorBarcalow, the mad imp of the TrekBBS at the turn of the millennium, who brought joy to all our hearts in those dark days by asking inane questions about whether the Andorians on Enterprise would have "ice powers," like they did in "the sourcebook," or having deep existential angst about how the LEGO Star Wars line would handle Lando Calrissian, since there'd never been a non-yellow minifig before?

I was really hoping that when Shukar boarded Discovery, that his opening line would be 'ice to see you' and then he just starts flinging ice shurikens at people.

As somebody who never read "the sourcebook", could somebody please fill me in on the extents of the infamous Andorian Ice Powers? Cos I'm picturing Shawn Ashmore's character from the X-Men.
