Actually, I've always thought Abrams has pretty much bitten off all he can chew with Kirk's parents, Sarek, Amanda, Scotty, McCoy, Sulu, Uhura, Chekov, Pike, and anyone else confirmed whom I may have forgotten.
Add too many more from TOS lore, and after a while, it wouldn't be a story, it'd be a character reunion. Too many characters with too little to do.

On the other hand, I'm convinced Chapel, One, Lwaxanna Troi, and the Computer Voice are all clones of the same person that the Federation has planted.
You know...They should get Marina Sirtis to play Number One, come to think of it. That would be a marvelous in joke for the fans.

She should be Janice Rand. For Chapel, I'd prefer Lake Bell or Claire Danes.

Hmmm, Rand a civilian teenager, daughter to one of the supporting, non-core characters? Hayden Pantierre for Rand! She can be a cheerleader for the Starfleet waterpolo team. 
But of course, if they've all signed contracts for a three-movie deal as Quinto's contract was noted to be.... then there's the strong chance that over 6 hours of film, there will be a lot more opportunity to get back to those characters... establishing them in Trek 2008, and then pulling them in more in 2010 and 2012...
As to Chapel, I always had the sense she came on shortly before WALGMO:
It makes more sense not to have her at all if this is an early prequel.
