Grace Lee Whitney in her autobiography confirmed that she had overheard that Roddenberry employed Dromm because he wanted to score with her but she wryly assumed he struck out because she never made it past the pilot.
I don’t think this is right. Whitney quotes a passage from Inside Star Trek by Herb Solow, where Solow recalled an anecdote told to him by director James Goldstone about Dromm (p.73).
Indeed, I don’t see any direct comment from Whitney about Dromm at all, but Whitney does say (in a section where she also indicates Gene Roddenberry sexually harassed her relentlessly) that maybe she would have lasted longer if she had just slept with Gene.
