Agreed. Star Trek, by and large, is a Starfleet focused show. DS9 doubles down on this with characters like Eddington, who, despite being wrong, trumpet the values of Starfleet emphasizing captains over other positions.Gets billed in opening credits every week. Starring and Also Starring.
Argue if you must, but I chose the wording specifically. Any guest of the week can work tangentially to the conflict. That becomes harder when the character appears in every episode. Quark's business interests neither consistently support nor oppose the Starfleet missions, which I would argue makes his regular inclusion in episodes unusual for Star Trek.

Okay, you can use your definition of your choice but I don't think it reflects who is really most important to the show. For example, I like Jake's character and Cirroc plays him well. But he was in 71 episodes over the entire DS9. He was just not as important to the show as Garak or Weyoun or Dukat. The politics of who gets star billing for the season and who just appears as a guest star, episode after episode, are above my paygrade, but Garak and Weyoun and Dukat were part of what made the show great.
I'm trying to think of any non-starfleet person who appeared in TOS more than once. Oh, there's one: Harry Mudd. Now, there is a show in which all the main characters are Starfleet!

PIC has definitely scared me of from every possible reunion project of TNG, DS9 and VOY.At the time, in 1999, I wished there was an eighth season of DS9. Voyager lost me around this time. Ron Moore's falling out with B&B only added to it.
I wouldn't have been opposed to a DS9 Movie in 1999 or 2000. But after Nemesis finished what Insurrection started, killing off the TNG Movies, I was all set. I didn't need to see a DS9 Movie. I figured DS9 would be just as mangled as TNG. As time went on, I also began to realize that way too much would have to be introduced to an audience who didn't watch DS9. So, it wouldn't have been worth it.
All of this was before Avery Brooks stepped away from acting and Rene Auberjonious and Aaron Eisenberg died. No Sisko, no Odo, and no Nog, that's too much missing for a DS9 Reunion.
I would've liked some follow-up to the Dominion War, but I basically got that with Picard Season 3. I don't want to argue about PIC S3, I'm just saying it checked off one of the items on the list I'd have.
So, other than the state of Cardassia, there's not much to go back to, as far as I'm concerned. Cardassia is at a point where, even at 25 years, it's still not enough time for them to have rebuilt. There could be a story there.
