The Temporal Cold War, why did it go nowhere?

Weren't the Sphere Builders/"The Guardians" a faction in the Temporal Cold War?

No, they were the unexpected entry that could change things for all sides of the Temporal Cold War. That is why future guy told Archer where to go and what to do. If the sphere builders had succeeded there would have been no Temporal Cold War because the participants would not exist. Oh, and the sphere builders did not travel in time, they could see possible outcomes and the percentages of each.
 
As it has been said, the whole thing was forced upon the writers by the network and from the lackluster way of dealing with it, you could see that they didn't like it one bit.

As soon as Coto got the ok to nix it, he 'concluded' it with the god awful Nazi Two-parter.

To be fair, he inherited the Nazi's from the Bragaberman in the third season finale.
 
The TCW was an awful thing, done badly, which is why it didn't really go anywhere. I don't think anyone involved had the heart to do much with it.

The same can be said for the Xindi arc - Enterprise was lucky that Season 4 (fanboyish as it may have been) turned it around somewhat.

Star Trek: Department of Temporal Investigations: Watching the Clock wraps the TCW up pretty well - in fact, it treats it rather better than it really deserves.
 
It was hard to tell a good story without solving it in some way and they wanted it as an open ended mystery but that could have been solved if they attached it to the Romulans. It's hard to tell what time it is when you can only see the seconds hand on a clock. The Romulans would have been the hours.
