It does end rather high at the bottom for it to be worn without pants ...Is it a skant or one of the black panel uniforms? The black panel unis seem to have longer hems.

Man, those corridors are BRIGHT!As far as I can tell, the "black panel" uniforms are essentially a mini dress, worn over black leggings.
The male version looks a little longer than the female version but appears to be otherwise the same (which is similar to the TNG version).
