Frankly, Richard Arnold was a fall guy. The infamous "Arnold Era" was just The Bird going all George Lucas over his baby. See the authorized biography (it's actually biased in favor of Gene's perspective, but you can see in the memos in the book that he goes way too far, particularly the one on Prime Directive).
