Plus (for once) he's right. In a world where DWM sells less than 30,000 copies the number of people who want to see any of those characters return is an utterly miniscule part of the audience.
I see where he's coming from, and I mostly agree with him, but in my opinion, nostalgia is not and in fact, should not be the only reason to bring back characters. It's not completely impossible to imagine that someone would want to bring back the Rani because he thinks he could write a fun and interesting story about the character, even though most people have never heard of her.

She's an evil Time Lord scientist. People would get excited about that.Yeah I'm sure they could come up with a good story, but it would still only be a handful of diehard fans who would care or get excited about her being the Rani.
Most would just be scratching their heads wondering what the fuss was all about.

In any case, considering how she was handled in the past, she'd need a completely new introduction to make her tolerable anyway.
My understanding was that the lack of Captain Jack was because of scheduling issues, not that he's not interested in bringing anything back from the RTD era.Given that he's not interested in bringing back anything from as recently as the RTD-era*, (not even the character whose introductory story he wrote) any hopes that he'll bring back specific characters (as opposed to alien races) from the Original Series seems pretty pointless to me.
Rule 1: Moffat lies.TBH I'm surprised that people are more engaged in this issue than by his admission that the hype for AOTD that's been going on for months doesn't actually reflect what the actual episode is in any real way.
