Too bad the audio on that clip wasn't better. I quite liked Corey Burton's performance as Cad Bane. Basically a Peter Lorre impression in a lower register, in much the same way that Hondo Ohnaka is a Ricardo Montalban impression filtered through Jim Cummings's rougher voice -- capturing the interesting aspects of the accent and delivery without going for an exact match of timbre, and thus creating something that's more than just an imitation.
