This misses the point quite a lot.
Random reminders of being in the same universe is not fan service. Calling something out, "Like, see it's the Enterprise!" and it doesn't serve the story is fan service.
World building is not fan service. Name drops, or Admiral McCoy see fan service and reassurance that I do not desire.
Mileage will vary. But I'm not a fan who needs service and usually hate it.
Admiral McCoy didn't hamper the main plot of Encounter at FarPoint. It was not needed but it didn't hurt it either. There's a million things that happen in an episode ( fan service or not) that has zero bearing to the storyline.
To me, seeing an honored former military veteran being transported in a naval ship in a ceremonial fashion is something that can happen in real life. So if it's plausible in real life and it gives a nod to the fans or the actors than why not? Doesn't hurt the story. And some fans will enjoy the nod. I do not see it as pandering or patronizing. I see it as in universe verisimilitude or a nothingburger at worst.
