Romulan Star Empire?

These continuation debates always make me remember the confusion that I felt when I tried to compare TOS and TNG long time ago, when I was still young. And that experience taught me one thing. That I shouldn't care so much about the consistency in Star Trek.
Exactly my experience. I did not like TNG and spent years trying to square a lot round pegs. And it never worked out satisfactorily until I accept the idea that this is a story told by a point of view, and that helped out a lot.

Even Gene Roddenberry said that we have to forget TOS canon back then, when he created TNG. So I think the only TOS episodes that matter is the episode that re-mentioned again in later episodes or series. Other than that, we can assume that they're just filler.

I think the best assumption is that it's just a different perspective. "Filler" implies no value, while a different perspective allows for changes based upon who is telling the story.

Well, looking at TOS and TNG format, they were created as a collection of short stories that tell a story about a ship and her crews. Many details in many episodes didn't even re-mentioned again later. Like the woman that flirt with Picard in Risa in one TNG episode and an Alien kid who trap Riker in a holographic cavern. So if they are not filler / separated story that has no relation with the canon, what are they?

That's not what filler is.
Canon is all the stories. Not just ones that get mentioned again.

See I never had that problem. It was set like 80 years after the TOS films. So if a comparison had to be made it would be with the films. At first I thought the uniforms were god awful. But once they went to tunics they were much better and I loved the look. I was happy they went back to a yellow,red and blue with the uniforms. But I never thought that it was not consistent with what came before.
But now it seems they want to continually rewrite what came before with all these prequel shows. It's makes things a bit confusing imo especially for new viewers. I remember when the Star Wars prequels came out and all the complaining about the inconsistencies with those films. Which there really were not many if any at all and most of the grumbling was based on what fans thought it should be in their heads. Star Wars has actually be pretty damn consistent compared to Star Trek over the years. All the series and films fit very well together with maybe an "error" here or there. They especially nail it with the visuals/costumes/sets etc....
