Hayes's meant for McKenzie to be his replacement as MACO commander. Though even that is an odd request given we know of at least one other MACO who outranked her, Sgt. Kemper. Unless we're to deduce Kemper died offscreen?
With the exceptions of Hayes and Kemper all the MACOs were referenced in dialogue as being Corporals, though a few wear the rank insignia of a Private. There's definitely no indication of any other officers besides Hayes. Not even in the novels.Hayes could not have been the only officer in the Enterprise's MACO detachment. There should have been at least one other (most likely a 1LT) as his second in command.
