In Voyager we learn that the Kazon have no replications and no transporters, and I assume that Kazon tech is overall inferior to that of the 24th century starfleet, or even other Alpha Quadrant powers. I guess that their ships and other tech is comparable to 23rd century TOS-era Starfleet, and even then the Kazon lack transporters, something that Starfleet and other species had in mid to late 22nd century, which puts them at an even more disadvantage. An old Miranda or Excelsior class would probably have sufficed in taking down a Kazon vessel. The only reason that the Kazon could overwhelm Voyager was that she was alone in the Delta Quad and the Kazon had more ships and help from Seska.

We know that their weapons are comparable to the Federation because, in Trek history, if the weapons are particularly weak a ship's shields can adapt to them. In TNG they said that the frieghters used by Okona and the others trying to capture him would cause no damage to the shields of the Enterprise because they were older.
^That's not quite true. The weapons the Altec and the Straleb used were lasers. Those weapons were slightly more of a danger to the Enterprise than throwing some small pebbles at it.
Kazon (well Trabe, really) weapons were described as "plasma cannons". We saw in Voyager that Kazon ships individually were no match for Voyager but if they attacked in packs like a pack of Hyenas might attack a Lion, they'd have a chance.
There was, however, the incident in "Manuevers" where a single Kazon ship was able to penetrate Voyager's shields in a specific spot with sustained fire - though this was with Seska's help and tactical knowledge.
If, through some means, Kazon space was close to the Federation and they entered in to a proper war with the them, the Kazon would stand very little chance of winning. Even their larger Predator-class ships were shown in "Basics, Part One" to be vulnerable to fire from Voyager.
