I'm pretty sure this is mentioned in the TNG Companion.Christopher said:
Memory Alpha claims it's because Hines was "unhappy with his performance," but I haven't heard that before and there's no citation for the claim.

We saw The Ensigns of Command a few weeks ago. The wife commented that the voice didn't fit the person but I thought nothing more of it, until I thought to check a few days later. I was surprised to see that she'd been right.

It's a long time since I've seen this episode, but I don't remember it being apparent that the voice had been dubbed - no bad syncing or so forth. Could anyone else tell when they watch the episode?
Memory Alpha claims it's because Hines was "unhappy with his performance," but I haven't heard that before and there's no citation for the claim. I have the impression that it was just a matter of scheduling -- the noise of the running water in the aqueduct component of the set required redubbing all the actors' lines, and Hines was unavailable to do the redubbing, so someone else had to be brought in. I don't remember where I got that from, though, so I can't be certain it's right.
Your humble moderator missed the fact that this thread was more than 9 years old. It has, however, taken on a new life so I'll let it ride. Was this thread dug up for a 10th Anniversary celebration or something?
another confusion about forums.. if you start one that already exists.. that isn't good from my experienceYour humble moderator missed the fact that this thread was more than 9 years old. It has, however, taken on a new life so I'll let it ride.
As a rule, re-opening threads that are gone from the first few pages of the forum is discouraged.
Ms. Moonfall, your instincts are correct on both "mistakes" - and - it doesn't really matter. You will quickly learn to recognize what threads are current topics. You can also look through the first few pages for a topic, for instance, "Does Data own a toothbrush" and upon not finding it, start a new thread. No moderator is going to scold you for such lapses of decorum unless you make a continuous habit of it so post freely and prosper.i was just watching and noticed for the first time.. i looked it up and found this forum from search engine. Glad to know it is indeed dubbing.. i was confused it sounds like a foreign film with voice over.
On another note,
another confusion about forums.. if you start one that already exists.. that isn't good from my experience
but also you're not suppose to respond to an old forum.
I end up not posting at all most of the time because of this confusion, until i just give it a 'go' and see what happens.
live long and prosper ;-)
