Hard for any character on Voyager to compete for best Voyager character with the universal love given to their infallible creation Captain Kathryn Janeway. As for favorite character? Gosh, that would mean the character I looked forward to watching on the show and enjoyed watching when they appeared. Hmmm.
I will say Tuvok was my favorite. He's a far superior Tactical Officer than that idiot Worf. I won't pick Seven of Nine because she looks like me, and she was kinda a show hog ala the Doctor in later seasons. Live long and Prosper, Tuvok.

So much this. Then I'd have to say the Doctor. Then Janeway.
I really can't imagine the show without any of them. They all had characteristics that fortuitously made the complement feel like an integrated. caring family (yes even the wood man). That's not to say that I don't have some gradations of concern and care for most of the cast, though for the most part these differences are slight.
I do use the qualifier, the most part, because not surprisingly, Kes is my unequivocal favorite, likely of the franchise, as well.

I don't know how you could omit so many characters and have poll results that have any meaning. 
I believe "Voyager" had the strongest unit of characters- even Kim was important in the scheme of the whole.

If a first Officer like Chakotay was considered strong and comes alive when he gets his ass handed to him by the infallible Janeway whenever he challenged her, then you're right.
He got his arse handed to him specifically because he didn't challenge her. The two closest attempts were Scorpion (where he tried to reason with her more than anything else) and Equinox (where he threatened to challenge her IF she crossed the line again). But he never actually did challenge her.
In the early seasons, B'Elanna took that role and then was put out to pasture when Seven came along.

That's a tough one for me. I have conflicted feelings about Voyager. For a long time I hated the show but now I appreciate it a little more. I don't know if I have a 'favorite' per se (and I'm very iffy about between my #1 & #2), but the ones I look at favorably:
1. Doctor: He got a lot of good material and Picardo pulled it off. He was annoying at times, but funny, and sympathetic. Generally interesting to watch.
2. Seven of Nine: The show did favor her, and that did get old at points, but at the same time Ryan carried a lot of what she was given and she made what could've been a completely chalk board scratching character a likable one for the most part.
3. Tuvok: I thought Tuvok was something of a cipher the first time around, but I've changed my opinion. Plus I like Tim Russ and how he does fan films.
4. Torres: An interesting character that perhaps didn't get all the focus she could've.
5. Janeway: I didn't really appreciate Mulgrew's performance until I saw footage of the first actress, and Captain Nicole Janeway.
6. Chakotay: I liked the idea of Chakotay more than the reality. Nothing against Beltran, but still I wish he had had more of an edge.
7. Paris: Similar to how I feel about Chakotay, I wish that Paris had been more of a bad boy and rebel for far longer.
8. Kim: Not a bad character/actor, but too underdeveloped.
Special mention for Seska. I thought she was a great character. I wish the show had kept her around, like a Hannibal Lecter-kind of character.
