Indeed. He and Neelix really got frozen out. And Harry's stories were insulting dreck like "Nightingale", intriguing plot twists ruined by interference from above like "Favorite Son", and great ideas that were poorly executed like "Non Sequiteur".Garrett is used well, and agree he should of had more stories thrown his way.
Hell, I would have loved to see TPTB do something as ballsy as having the events of this episode end up killing Present Day Kim only for him to be replaced with Future Kim.

Either Berman or studio execs stopped that from happening; I think it was the latter.
