Anyone remember how big of an event the series finale "All Good Things" was back when it aired?

Yes, I do. I tuned in on that day and they actually had an introspective piece on the series with nice little trivia. Levar told Stewart when they were all in negations to play in ST: TNG he said the way he handled it to Stewart was that the was "as cool as cucumber soup."
 
I had the singular privilege of attending City TV's TNG Finale show at the Skydome (now Rogers Centre) in Toronto. Esitmated 40,000 Trek fans in one place! They showed Yesterday's Enterprise (viewers voted on their favourite episode), and it was followed by All Good Things -- all displayed on the Skydome Jumbotron! Incredible night that was a blast -- I will never forget (or should I say, I will... remember).

I recall in the UK that it barely made a splash. I didn’t meet a TNG fan until I was 19 (1998) and I didn’t become a TNG fan myself until 2006 or so.

Mainly due to the fact that it wasn’t an easy show to see. I think it was scattered over the BBC for the first few years and then maybe it went to satellite broadcasting like Sky.
