It would be neither. It looks to be part of the dress uniform. As Kirk is a captain, and Spock a commander, making a report to Admiral Pike. They are also wearing them at the end during the memorial ceremony.
And both of them as well as several other Captains and XOs are wearing them at that briefing about the bombing at the Kelvin Archives that Khan ended up attacking.

So as long as Pike doesn't have to make a presentation then no hat. Considering how every meeting last year seemed to go wrong I wonder if Starfleet will have a carpet no face to face meeting ban in place this year.
 
Yeah that always bothered me about Enterprise and I generally liked that show. I hope it’s not related to the red swirlies in s2 and Pike and his hat are not embroiled within it
Maybe that will be the unrevealed fifth telly pitch for Star Trek. A spin off from STD where the time travellers are after Pike's hat. Maybe get Robau as your lead trying to keep it out of their reach.

It's good to know I'm not totally making it up. Truth be told I only remember it because of the "Marvel?" comic early voyages.
Though as other people have pointed out his comment was a bit more sexist than Kirk's as he didn't seem to like women on the bridge where as Kirk is only on record as not wanting women as his yeoman.

Yeah. I'm good with that dialogue in context.

Yeomans are basically like personal assistants and secretaries. Kirk wasn't that comfortable with having an attractive female one when the role is usually occupied by men prior, I can understand his perspective. It was probably jarring.
 
He never wore the hat. It just came free when he purchased those goose-neck lamps.

They changed and Spock had to take them out....that's why we stopped seeing them:

Later, Pike's quarters, Pike and Dr. Boyce having a drink.
Pike: "And then she says 'get your own damn beer.' The nerve!"
Boyce: "Of course. What you do to that?"
Pike: "What else could I do? Put a reprimand in her file and notified Starfleet Command she's been a problem."
Boyce: Who'd you speak with?"
Pike: "I didn't actually speak with anyone. I left a message with an Admiral Cornwell."
Boyce visibly grimaces and sips his bourbon.
Pike: "What?"
Boyce: "You know Cornwell's a woman, right?"
Pike: "They let women be Admirals now? I think you've had too much to drink."
Boyce: "I'm damn through having these conversations sober. All it is out of you is women on the bridge this and Orion Slave Girls that. My cock, at this point I'm actually working on a filter which will detect when you're about to say something sexist or ignorant and convert it into a series of beeps."
Awkward silence.
Pike: "So, this Cornwell, what can she do anyway?"
Boyce: "You do know she attempted genocide on the Klingons, right?"
