Not the whole planet - colonies and outposts.
Still one ship would not be enough. Imagine the British empire back in the day with just one ship sailing around the world to supply its colonies and outposts in the event of a conflict. You would need more than one ship on an interstellar scale
 
It's the situation as it is; not to say there won't eventually be other ships in the future. For the time being, you're it. And to be fair, sailing ships didn't have warp drive or transporters.
 
And as mentioned upthread the "Kobayashi Maru" scenario is largely predicated on the notion that some aspect of the scenario "breaking the law" is not dispositive.
 
Offer to evacuate part or all of the personal of the damaged Cheorrk ship and transport them to a neutral world. I wouldn't in any way repair the Cheorrk ship. If they intended to destroy their own ship after evacuation that would be none of my business and I would in no way assist this effort.

Any Ayneyo ship in the area would also be offered similar assistance (there was combat yes?).

Would a species actively engaged in a interstellar war be under consideration for Federation membership?

As much as it pains me to say this, I think the proper thing to do (chain of command) would contact the Federation, and get them to contact the Cheorrk. They could then rescue their own crew/ship if any.
Of course this decision only applies if they are NOT in immediate and imminent danger like : coming under attack ( an enemy ship nearby), life support failure, or a warp breech.
Only then would I be obligated to rescue them.

That's a reasonable first step, but given that they're spread thin enough that they're getting the Federation to do relief work, it seems unlikely that the Cheorkk would have any other ships any closer than you are, and any Federation ships in the area are going to be under the same "rules of engagement" and likely a similar type to your own.

They're described as drifting, which IMO implies that they've lost both warp/main power (and therefore a warp core breech isn't implausible, if un-stated) and impulse/auxiliary power, meaning that any systems that are still functioning are likely to be on emergency/reserve power which by its very nature is inherently a short-term solution, so life support failure is going to happen even if it's not imminent).

IMO, Starfleet has already authorised "humanitarian" assistance in the war, otherwise you wouldn't be authorised to be there at all, nor would you be allowed to defend yourself if attacked either.

That said, contacting Starfleet to verify isn't a bad idea, providing that they are within "real time" communications range.
 
I would not be so trusting of the situation, and simply relay information to the nearest available ships as I would not be qualified to act in this situation, as a Medical ship.
