For instance, disgraced admiral (retired) Norah Satie, having lost credibility in official circles but still seeking purpose and seeing conspiracy all around, starts a private investigative firm.

This honestly just sounds like Star Trek to me. Star Trek, at least in the classic format laid out by The Original Series, IS a procedural. The Enterprise goes on a new mission every week, often to a new planet. A lot of their duties overlap with the police or the military. And McCoy occasionally has to solve a medical mystery like on House or CSI.What about a cop / CSI type show, how would that work in the Trek universe?
What even is "crime" in a post-scarcity world where everyone has everything they need at the push of a button, and self-actualisation is the main driver?

That is to say, there'd be pobabably be little need for economic crime. But what would 2 people do that really, really, really can't stand one another? Would they always be able to talk it out like evolved humans should? Or would (hate driven) murders still occur?
