You may want to adjust the color settings on your TV, that or you're color blind. The sweater was gray and it was, indeed, supposed to be indicative of the alternative Captain's uniform that Kirk had.

It didn't seem to work very well for Picard in Darmok when he was shivering in the cold and had to get Dathon to make him a fire.

That grey sweater he had on was a glimpse of things to come. It was the beginnings of the TNG grey uniforms. He's the captain. Captain's prerogative. On a side note, I never really like that Darmok episode. T'nagra the walls fell.
