What kept Crusher and Picard apart?

There's really no explanation other than the writers wanting to keep things open for both of them in the event they came up with a romantic subplot down the line. This was enforced more for Picard for the features as Patrick Stewart was the main star which in my opinion became a moot point when only one of them even bothered to include one at all. So instead of a stable relationship between two close friends we get Casper the Rapey Ghost, to borrow a nickname from SF Debris, and a tech-hating elf who can't swim after 300 years of being alive, along with several other guest stars we already know won't be sticking around. Sure they brought back Vash a couple of times, but I doubt anyone ever thought she would become a regular.
 
It's insane that in all those years there was only one marriage (Tom and B'Elanna) and two children born (Naomi - because her mother was already pregnant when Voyager left DS9 and didn't know she was pregnant; and Miral - Tom and B'Elanna's daughter).

Do Janeway and Tom's reptiles and Silver Blood Ensign Harper's baby count?
 
I was watching Attached today and it was obvious Picard was ready to explore those feelings but Crusher was afraid. Were they planning on saving it for the movies and then the writers changed their minds? It would have been nice for them to finally get together for a time.
To me the actors had no chemistry, in universe in one timeline, they got together then got divorced, so they are doomed anyway lol
 
I would go farther to say that both actors don't really work very well in romances in general. They're both too alike as far as being straight-laced and emotionally restrained to the point of near asexuality.

For all of the attention Stewart got for being a 'sexy bald man', I've never seen him portray a compelling romance.
 
Starfleet does not have no relationships rule between crew, unless they turn all personnel into asexual beings and then send them on 5 year missions. Plus having Vulcans, Andorians etc signing up to ancient Terran rules smacks of stupidity.
Asfor Janeway, she was in denial, even Archer recognised if you want to keep the ship running for 100 years you either clone the crew or start the horizontal rumba instead.

He was better in I, Claudius when he and Livilla (played by Patricia Quinn) were plotting Tiberius' downfall, and he (as Sejanus) tells her that the first step is to kill her own husband (Tiberius' son Castor).

Probably you mean the characters, not the actors?
