For starters, here's what I'm aiming for. I'd like to start with the Sovereign Class, make the saucer circular and removed the clipped sections in the middle, remove the black triangular upper section, and cut the neck back as shown as well as modify the navigational deflector from convex to concave from the profile view as shown in the previous link.

You're not getting this, are you? Its not a question of can it be done, its more a question of why. To build a model as complex as a Sovreign class from scratch would take weeks of work. Literally weeks. Even a good 2D rendering takes many hours of skilled labour. Why would I or anyone else on this board feel compelled to give up our evenings and weekends for you?
You're not showing a cool concept sketch or offering money or kudos or an audience. You're not in need of a little help fleshing out a work in progress, you have nothing to work with at all other than some vague ideas. We would do all the work, you get your dream ship for free. Does that sum it up? Would you spend weeks working on one of my ideas for nothing? Its unlikely. Would it make things better if I pestered you like it as perfectly reasonable to expect it? Hmmm?

It's your attitude about it. People may have done stuff like this in the past, but that doesn't mean you should expect them to, and you certainly have no right to be upset if they decide not to help you out. Maybe they just don't have the free time to do your little projects. You're not offering a huge incentive for anybody to do all this work (and yes, it is work) for you.
What would you guys be interested in drawing?
I believe you see the results of that in this forum.
Being that nobody here wants to help me -- can you give me a scifi art forum that's reasonably active where I can find somebody who would be willing to help me out?
If you join a new board and make the request in the manner you have here you will be laughed right off.
