I agree. Harry's death, properly and precisely handled, could have had an emotional impact unprecedented in Trek since Spock's self sacrifice in "Wrath of Khan". But, a big part of why they didn't eliminate him from the show (even Garrett Wang's admitted that he was lucky they didn't) was because of a feature in People Magazine, suggesting that he had a fan base. So, if they still wanted to delete him (actor was a pain, character arc going nowhere, or whatever), an intermediate option between keeping him and killing him would be to remove him non-lethally. And, if they chose the Non Sequitur option, he could even turn up on Earth from time to time.
