I wouldn't hold my breath on the fate of Gallifrey being changed. RTD never liked the Time Lords to begin with which is why he initially made the decision to make them extinct in the revived series. But also to consider in The Writer's Tale RTD describes the Doctor's feelings about the loss of Gallifrey and the Time Lords as mirroring his own feelings following the death of his mother, saying something along the lines of "since my mother is never returning, neither should the Time Lords." As it is, Moffat later regretted the decision to bring the Time Lords back and issued a public apology to fandom over it, and with Chibnall restoring their extinction, I don't see RTD undoing it ever.The Toymaker hinted at messing about with the Jigsaw of the Doctor's life - This was RTD chance to recon the Timeless Child fiasco and the fate of Galifrey
