They're following the Star Trek: Generations school of thought where everyone was free to choose between TNG uniforms and DS9/VOY uniforms. No sort of consistency at all.It seems almost nobody on current Trek knows how uniforms and ranks work. On DIS you need 4k publicity shots to know what rank a person has, the costume designer of PIC posted a totally bonkers rank chart for her show, more than half of the main cast of SNW wore incorrect sleeve stripes, and there's no uniformity between LD, PRO and PIC flashbacks.

It's not that Jellico is an evil or mad character, but he is rather abrasive (or was, but I doubt that's changed) and I can see him taking a strict attitude regarding the Protostar and how to deal with it. The ship is an experimental, extremely fast and highly advanced prototype and it could be disastrous for Starfleet if it fell into the wrong hands (and "some kids we don't know have it" is probably not reassuring for someone like Jellico). That's before they learn (if they do) that there is some kind of doomsday weapon onboard, that could destroy Starfleet. Someone like Jellico may consider "the needs of the many" and give the order to destroy it in order to extinguish any chance of that weapon being put to use.I wouldn't bet too much on it given how Trek tends to ping on nostalgia... but it WOULD be an interesting change in his character. After all, it would show growth and change... and Prodigy is pretty good at giving us good change and a sense of technological and personal progression that some other shows seemingly lack.

Probably. Not like Trek hasn't done it before.Not t to mention Voyager where even after they’ve seen the new uniforms they still keep their old ones.
