Shizuo Akira, Japanese immunologist

Or maybe:

This makes the most sense:
Akira Natori (亮), astronomer

I duuno ask Vance/Janz and who ever designed the Soyuz Class. This is supposed to be a Soyuz Class ship refitted for the TNG era or at least as good as i can make it id say its a sencor or a emergency vent or the impulse engines
