Ok, @Guy Gardener ... your theory is that Harry's mistake in "Future's End" was a permanent career killer that both guaranteed and justified his long ensignhood... if that be the case, why is it never spoken of again?
- In "Future's End", Janeway immediately entrusts Harry with command of the bridge later in the episode.
- In "Before and After", Harry has seven years of service and full lieutenant rank, and that timeline includes "Future's End".
- In "The Disease", reference is made to his previous, exemplary service. The incident is not brought up.
- In "Nightingale", when Harry complains about being stuck at ensign, Janeway doesn't bring up the incident as explanation why. Indeed, she has no explanation, so she has to resort to accusation.
- And in "Shattered", Chakotay describes Harry as one of Voyager's best people. An officer with a career-killing mistake to contend with would not be so described.
So... nope. Not buying it.
